Mahtomedi Mn. became the first school district in the state of Mn to close open enrollment. This is a very important change in policy based on school board recommendations.

The Mahtomedi school board last week voted to close open enrollment at all grades. That's rare enough in Minnesota, where school districts typically welcome nonresident students and the state-aid dollars they bring, but what makes Mahtomedi extraordinary is that even some of the younger siblings of current students are being excluded.Says Josh Verges writer for the St Paul Pioneer Press.

Open enrollment has been a hot topic for years in Mahtomedi, where 31 percent of all students live outside the district. That fact frustrates residents who blame outsiders for high taxes, but school officials say nonresident students help fill classrooms, which is good for the district's budget.

Yale Norwick, a Realtor and owner of WildWood Realty and former Mahtomedi Mayor, said a housing boom for young families had the district building new classrooms two decades ago. But as those families' kids graduated, the parents stayed in their homes, and resident enrollment plummeted. 

Now, the board is looking to limit open enrollment in order to protect the quality of its programs. Mahtomedi's test scores are very good, and many families are drawn to its engineering programs.

These programs get students a head start and are supported by local companies such as 3m, Medtronic etc. 

The school board for district 832 of which Mahtomedi is a part has committed to "right-sizing" its high school at around 1,200 students, which is big enough to pay for Advanced Placement classes and a popular engineering program without cutting kids from sports teams. But to get to that number, they need to reduce class sizes in the lower grades. 

"As a member of the community a parent former Mayor and a business owner I see both sides of the issue here" says Mr Norwick. "Nobody wants higher taxes but we all want to be part of a top tiered school district we all want our kids to do better than we did and that sometimes comes with a price".
"The balancing act is never easy but in the end what we get are smarter kids increased property values and a higher standard of living in our community, it's a win win situation ".

When do properties sell? March and April and May constitute the heart of the spring market and the busiest time of the year in the Mahtomedi and White Bear Lake real estate market.

The pace of sales slows in the summer months of June and July and August. This may be attributed Mn taking their vacations in this timeframe That said, there is still good activity in the market in these months.

Indeed, a pool of new buyers who will be looking to joining the states number 1 school district often look enter the market at this time, with the idea of being settled before the new school year in September.

Between staging your home and having to leave every weekend for open houses, it's no surprise that people selling their homes often cringe at the prospect. Even when the market is strong and homes are selling relatively quickly this can seem as a daunting task at best.

If you're looking to sell your home in Mahtomedi, Mn. and want some quick moves to improve it that won't ruin your budget, start with these six easy things you can do to freshen up the sight, smell and overall feeling of your home.

Get Your Carpets Cleaned. Your nose learns to block out certain smells that you may be used to, which is why it's critical to clean your carpets. The smells you are used to, especially if you have pets, will be very obvious to visitors and are buyer turnoffs. To eliminate odors, it's best to work with a professional cleaning company, but renting a cleaner and doing it yourself may still be an option.

Fix the small stuff.We all have little things around the house that we've been meaning to fix, like a leaking faucet or some cracked grout. Fix them! When buyers see something small that's broken, they immediately start to think about other things they can't see that might be broken as well. If you can't be troubled to fix a leaky faucet, will you have fixed a leaky roof?

Pressure wash your exterior walls and walkways. Over time, dirt and grime accumulate on your home's exterior walls and walkways. Rent a pressure washer, and give all those surfaces a good spray. If your home is relatively small, you can get away with using an electric washer. If it's bigger, go with a gas-powered one. If you are spraying siding or brick, you can spray as hard as you want. If you're spraying grout or a painted surface, move the nozzle back a little because the higher pressure can damage surfaces. You'll be amazed at how different your home will look afterward.

Paint over walls with neutral colors. Painting your walls neutralizes any crazy colors you absolutely love, but a potential homebuyer might not. Choose neutral colors that don't stand out, and you won't risk turning someone off. Next, give your walls a fresh start. Remove your wall hangings,fill in holes and paint over the scuffs and marks left from living in your home. If you don't want to repaint entire walls, touch up trim and doorways to give the room a cleaner look without the huge time investment.

Toss anything broken or damaged. Go through your home and throw out anything that is broken or damaged. It sounds silly to say, but we often get used to certain things such as a cracked planter pot or broken outdoor light. It takes just a few minutes to walk around and clear your home of broken things that you simply haven't gotten around to dealing with. While you're at it, replace any light fixtures or exterior light bulbs that have burned out. This helps boost curb appeal should visitors come during the more dimly lit hours.

Display important documents. This is everything from your title to the manuals, warranty and purchase information for all your home appliances and improvements. If you recently replaced your water heater, put that information right next to your water heater. For buyers, it's comforting to know that it has a 10-year warranty and was replaced just last year – so let them know.

According to a new survey from Fannie Mae, credit availability is improving. For the first time in over three years, the majority of consumers believe it's easier to get a mortgage.

Doug Duncan, Fannie Mae's chief economist said, "The gradual upward trend in this indicator during the last few months bodes well for the housing recovery and may be contributing to this month's increase in consumers' intention to buy rather than rent their next home."
The Mortgage Bankers Association (MBA) says consumers are correct - credit availability has increased, particularly in the jumbo and refinance loan markets.

This tightening is being offset, both in the market for higher balance loans, where lenders continue to loosen terms for jumbo loans, and in the refi market, where more lenders are offering streamline refinance program.

But there could be other reasons that credit is more available. Credit reporting agency Transunion announced that the mortgage delinquency rate for the fourth quarter of 2013 was 3.85 percent, down from 5.08 percent.
Delinquencies have been steadily declining over the past two years, while improved home sales and rising prices have allowed many homeowners on the edge of delinquency to sell their homes and get into something more affordable.

Credit has been extraordinarily tight since 2008, as lenders struggled with federal claims of mortgage fraud. For years, lenders raised credit standards beyond what was required to qualify for federally guaranteed loans and loans destined for purchase by the securities industry.
As the government leveled fines and made repayment settlements with many of the big banks, lenders are more willing to make mortgage loans. With the most toxic loans before 2008 foreclosed and disposed, lenders have more confidence in loans generated since them.
In fact, Transunion also reported that more loans were generated to borrowers with less-than-perfect credit in Q4 2013.

"We are on the downward slope of the mortgage delinquency curve, so we expect to continue seeing delinquency rates that have not been seen for several years," said Steve Chaouki, head of financial services for TransUnion.

With job gains growing, relatively low interest rates available and a tight supply of homes insuring equity gains, mortgage delinquencies should continue declining, and buyers should feel more confident in their decision to buy a home in 2014.

1. Get out the power washer

Your home has taken a beating over the winter. The front porch likely has a layer of dirt and salt scum, and the windows could probably use a good washing. Rent or borrow a power washer and give the exterior of your home a good cleaning. Go over the windows with cleaner and follow this spring-cleaning checklist to make sure everything is spotless.

2. Clean out flower beds

You might not have flowers coming up in your beds yet, but make sure they're presentable. Trim dormant ornamental grasses and hostas to the ground, and clean out any leaves and sticks that piled up in the winter.



3. Trim branches

If you haven't already done so, go out to the street and make sure that no shrubs or low-hanging tree branches block the view of your home. You want potential buyers to get a clear look at the house when they drive by. If there are any obstructions, trim them back now.


4. Prune flowering shrubs

Flowering shrubs should be pruned after they've flowered. Plants such as forsythias and rhododendrons might be blooming now, or they will be soon. It's important to shape these shrubs for the best visual effect, but hold off until their flowers have faded. This will keep the plant healthy and give you — or the next homeowner — more buds next year.

5. Plant in containers

It might still be too cold in your part of the country to put annuals in the bed, but you can add life and color to your yard with container gardening. Buy some colorful pots and fill them with vibrant flowers. You can place pots on your front porch, going down your front steps or even in your flower beds.

6. Look at your gutters

If you have leaves and sticks hanging out of your gutters from winter storms, drag out the ladder and clean them out. Your home must look trim and tidy, and dirty gutters are an eyesore to potential buyers.




7. Add mulch

Mulch always looks a bit sad after winter; it gets spread around and blown about. Adding a thick new layer of mulch can work wonders for your home's curb appeal.
